Eng Andrew M Kitaka
Eng Andrew M Kitaka / Executive Director / Kampala, Uganda

Eng Andrew M Kitaka is the Executive Director of Kampala Capital City Authority(KCCA) since December 2018. Prior to that, he served as the Director Engineering and Technical Services in KCCA for 8 years. Andrew is a Registered Engineer and Board member of the Engineers Registration Board.

He holds a Master of Science in Road and Transport Engineering from IHE - TU Delft, Netherlands. Andrew has over 27 years experience in Infrastructure development and management, Urban Transport planning and Traffic management ,Contract Negotiations and Dispute Resolution, Strategic Planning, Budgeting, Public Sector Management, Coordination with development partners, Sector working groups and with the City political leadership. He has overseen the rehabilitation of Kampala City Infrastructure.

He has amassed knowledge in Procurement of Works and Services under Multilateral lending Institutions like the World Bank, European Union, African Development Bank, Japan International Cooperation Agency among others. Before joining KCCA, Eng. Kitaka worked for the European Union Delegation in Uganda with responsibilities covering identification, preparation and implementation of projects funded by the EU in Uganda's Road Sector. He also worked for Road Agency formation Unit / Uganda National Road Authority.

Chang-yong Oh
Chang-yong Oh / Founder & CEO / SRPOST

Chang-yong Oh is the founder, and CEO of SRPOST, Inc. based in Seoul, Korea.
SRPOST is a South Korea’s renowned IT-company specializing on the e-Government and Smart city Web Applications. During the past 12 years, the company has been leading domestic Public CRM Application software market. The representative programs are CPS System (Flamingo), Call center application (Flamingo SCC), IT-Service Desk system (Flamingo SRM) and others. SRPOST has more than 150 clients in Korea and recently started exporting to Asia, CIS Country, Africa, and other countries.

Before establishing SRPOST, Chang-yong Oh has worked at the Traniz CO., Ltd. as the executive Director, e-government team manager at the E-net and also at the Korea Internet Business Center as a researcher. He has particularly outstanding knowledge in the digital archives, e-government, Text analysis & Visualization and Big data technologies. Thus, he has been successfully participating as a speaker in seminars and conferences in the fields. Lastly, Chang-yong Oh has been holding research membership in the Web Development Center of Korea since 2007.

Handeog Cho
Handeog Cho / Director / KOICA, Korea

Han-Deog Cho is the Director-General for Program Strategy and Policy Planning at the Korea International Cooperation Agency (KOICA). He joined the Korea’s central development aid agency in 1991.

He has spent most of his career in ensuring that the Korea’s development programs and projects are inclusive, sustainable and participatory. His profession at KOICA involves corporate policy and strategy development; corporate operational budgeting; human resources management; development themes, issues and practices; and project design, implementation, monitoring and evaluation. He also worked in several overseas offices, most recently as the country director of KOICA Paraguay Office. He holds a master degree in Development Studies from Sussex University in UK.
